Job Description
VECRA, Inc. is seeking a Program Manager Senior to support the management of the United States Coast Guard’s (USCG) current operations. This position will be responsible for overseeing the development and execution of programs, ensuring the quality and timely delivery of contractual items under the terms and conditions of the contract. The Program Manager Senior will work on high-visibility or mission-critical aspects of the program, leading projects and managing complex operations. They will ensure that senior-level management within the client organization is well-informed about the program's status, including all relevant projects and their potential impact on the organization's strategic vision.
Key Responsibilities
- Program Management: Oversee the development, execution, and quality control of programs, ensuring that all contractual obligations are met on time and within scope.
- Operational Support: Provide ongoing support to current operations, delivering products that help facilitate the development of operational strategies.
- Project Lifecycle Management: Lead projects through initiation, planning, execution, and closure, ensuring that milestones are met and objectives are achieved.
- Contract Management: Manage the day-to-day execution of contracts, possibly involving multiple tasks and teams spread across different locations.
- Reporting & Documentation: Establish and maintain technical and financial reports to demonstrate the progress of the project.
- Team Leadership: Oversee the efforts of junior staff and other team members, ensuring that they are working toward the completion of program goals.
- Client Communication: Act as the primary point of contact for the client, ensuring that the client’s needs are met, and providing regular updates on the status of the program.
- Event Coordination: Assist with organizing, facilitating, or participating in conferences, forums, symposia, and other program-related meetings.
- Additional Responsibilities: Perform other tasks as needed to ensure the success of the program and contribute to the organization’s goals.
Qualifications & Required Skills
Experience with USCG Missions: Experience in at least five of the USCG’s core missions, including:
- Search and Rescue (SAR)
- Counter Drug (CD)
- Alien Migrant Interdiction Operations (AMIO)
- Ports, Waterways, and Coastal Security (PWCS)
- Aids to Navigation (AToN)
- Living Marine Resources (LMR)
- Marine Safety (MS)
- Defense Readiness Operations (Def Ops)
- Marine Environmental Protection (MEP)
- Ice Operations (Ice Ops)
- Other Law Enforcement (OLE)
Project Management Expertise: At least four years of experience as a primary IMS scheduler for major projects, with a high level of proficiency in Microsoft Project and IMS functionality.
Acquisition & Strategic Document Management: Experience in the acquisition process and managing strategic documents for complex projects.
IMS Experience: Documented experience in performing integrated master scheduling (IMS) for multi-mission acquisition efforts.
Project Management Certification: Project Management certification (such as PMP) is desired, but not required.
Education
- Master’s Degree: Over 10 years of experience with a Master’s degree in a relevant or related field such as Project Management, Business Administration, or a related discipline.
Other Requirements
- Work Hours: Full-time, Monday through Friday, with occasional adjustments based on project and mission needs.
- Location: Specific locations will be defined at the Task Order level.
- Travel: Travel may be required for client meetings, events, or onsite support.
