Job Description
VECRA, Inc. is seeking a Program Manager Director to support the United States Coast Guard (USCG) in the management of current operations. This role will focus on delivering products that help develop operational strategies and facilitate mission execution. The Program Manager Director will oversee the development and execution of programs, ensuring that contractual obligations are met with high quality and timeliness. They will also ensure that senior-level management within the client organization is kept informed of the overall program status, including the impact of individual projects on the broader strategic goals of the USCG.
Key Responsibilities
- Program Oversight: Oversee the development and execution of programs, ensuring the quality and timely delivery of all contractual deliverables.
- Operational Support: Manage current operations by delivering products that facilitate the development and implementation of operational strategies.
- Project Management: Lead the initiation, planning, execution, and closure of projects. Manage day-to-day contract execution on a single project, possibly involving multiple tasks and personnel across different locations.
- Reporting: Establish and maintain technical and financial reports to demonstrate project progress.
- Client Interaction: Serve as the primary point of contact with the client for all program-related matters.
- Event Management: Organize, facilitate, or participate in conferences, forums, symposia, and other events related to the program.
- Other Duties: Perform additional duties as assigned to support the overall success of the program.
Qualifications & Required Skills
Experience with USCG Missions: Experience in at least five of the USCG's eleven core missions:
- Search and Rescue (SAR)
- Counter Drug (CD)
- Alien Migrant Interdiction Operations (AMIO)
- Ports, Waterways, and Coastal Security (PWCS)
- Aids to Navigation (AToN)
- Living Marine Resources (LMR)
- Marine Safety (MS)
- Defense Readiness Operations (Def Ops)
- Marine Environmental Protection (MEP)
- Ice Operations (Ice Ops)
- Other Law Enforcement (OLE)
Project Management Expertise: At least four years of experience as a primary Integrated Master Scheduler (IMS) for major projects with expertise in Microsoft Project and IMS functionality.
Acquisition & Strategic Management: Experience in the acquisition process and managing strategic documents related to large-scale projects.
IMS Experience: Documented experience performing integrated master scheduling (IMS) for multi-mission acquisition efforts.
Certifications: Project Management certification (e.g., PMP) is desired but not mandatory.
Education
- Required: Master’s degree in a relevant field (e.g., Master of Project Management, Business Administration) with at least 15 years of experience.
- Alternative: Over 10 years of experience with a PhD may substitute for the educational requirements.
Other Requirements
- Travel: Some travel may be required.
- Location: Specific locations will be defined at the Task Order level.
- Work Hours: Full-time, Monday through Friday, with potential variations based on project needs.
